Wall-hung toilet in an HDB flat: what the job involves

A wall-hung bowl is not a straight swap for a floor-standing one. The bowl, the cistern and the waste pipe all move, so it is a renovation job. Rules below were checked against HDB and PUB pages on 10 Oct 2026.

What changes in the bathroom

  • The cistern goes inside the wall. A wall-hung bowl hangs on a steel frame with a concealed cistern. The frame is fixed inside a wall or a built-up ledge behind the bowl.
  • The waste pipe meets the bowl at the wall. If your outlet is in the floor (S-trap), it has to be re-routed to the wall.
  • Finishes are opened and redone. The wall, and usually part of the floor, is hacked, waterproofed and tiled again.
  • The bowl price is only one part. Listed wall-hung bowls on this site start at $299.75. The concealed cistern, frame and flush plate are extra unless a listing says they are included.

Rules to check before you start

  • New BTO flats have a 3-year wait. HDB says you have to wait 3 years before removing any wall or floor finishes in the toilets, to prevent damage to the waterproofing. You can overlay tiles instead of hacking them. HDB MyNiceHome: renovate your flat
  • After the 3 years you need an HDB permit to change the floor or wall finishes or extend the bathroom or toilet. Same HDB page as above.
  • Use a contractor from HDB's directory. HDB says the renovation contractor you engage must be listed in the HDB Directory of Renovation Contractors. HDB: looking for renovation contractors
  • The plumbing needs a PUB licensed plumber. PUB lists installing, changing or relocating toilet bowls and sanitary piping as sanitary work for licensed plumbers. Since 1 April 2018 it is an offence to engage an unlicensed plumber for regulated works. PUB: plumbing works
  • HDB has guidelines for replacing toilet pans. Ask your contractor to confirm what applies to your block. HDB: water and sanitary plumbing works
  • The bowl must carry at least 2 WELS ticks. PUB allows only 2-tick and above cisterns for supply and installation. Water closets are rated 2 or 3 ticks. PUB: WELS requirements

What to ask for in a quote

  1. The bowl model, and whether the seat is included.
  2. The concealed cistern, frame and flush plate, by brand and model.
  3. Re-routing the waste pipe, and who the PUB licensed plumber is.
  4. Hacking, waterproofing and re-tiling, with the area covered.
  5. Who applies for the HDB permit, if one is needed.
  6. Removal and disposal of the old bowl.
